About the high beam lights on your car
When driving, you can use high beam lights on any road, even if there are street lights. However, when a vehicle coming toward you is within 200 metres and when driving 200 metres or less behind another vehicle, you must dip your headlights to low beam. Low beam headlights must be switched on when driving between sunset and sunrise, or any other time when there is not enough daylight to be able to see a person wearing dark clothing at a distance of 100 metres. Both high beam headlights are required to be working for the vehicle to be roadworthy.
